Kimberly Tolbert is Chief of Staff for the City Manager of Dallas, the ninth-largest City in the nation. With a total workforce of more than 13,000 employees and a $3.83 Billion annual budget, Kimberly serves as top executive advisor to the City Manager and provides oversight of the City Manager’s Office and key departments.
After previously serving the City of Dallas in several roles, she rejoined the City of Dallas in 2017, following her nearly decade of service to the North Texas Tollway Authority. Kimberly is a transformational leader with expertise in municipal management, strategic planning, communications, diversity and inclusion, change management, employee engagement, and leadership/talent development.
Kimberly holds a Master of Public Administration from the University of North Texas. Kimberly serves on the board of the Women’s Business Council Southwest and is a member of the Past Chairs Council for the Public Administration Advisory Board at the University of North Texas. She volunteers with several organizations, including Big Brothers, Big Sisters of Greater Dallas.
Kimberly was selected to participate in the Bloomberg Harvard City Leadership Initiative, a diverse cohort of leaders from the U.S. and around the world. In 2019 Kimberly was featured in the “Sisters with Superpowers” edition of Rolling Out Magazine and lends her voice to speaking on issues impacting women. She is the recent co-author of Soulful Prayers, an Amazon Bestseller.
Kimberly is the proud mother of Joshua Kennedy Tolbert, a sophomore student athlete at Loyola University in New Orleans, Louisiana.
