Kim Neal

Kim Neal became Fort Worth’s first Police Oversight Monitor and Director in 2020. Overall, her key responsibility is to increase positive law enforcement accountability to the Fort Worth communities it serves and address law enforcement misconduct through the ensurance of transparency, due diligence and viable community-police collaboration.

Prior to joining the City of Fort Worth, Kim served as Executive Director for the Citizens Complaint Authority (CCA), Cincinnati, OH’s civilian oversight of law enforcement agency. While in Cincinnati, Kim created an interactive program called “Real Talk with CCA” to enhance positive relations between community members and law enforcement.

Kim is a Washington, DC native who has also lived and worked in Richmond, VA and Atlanta, GA. Under her direction, she oversaw legal and ethical compliance and investigations in federal, state and local public sectors. She also held senior level positions in law, policy, employment, higher education, privacy, information disclosure in the public sector as well as in the private sector in the fields of utilities, government contracting, and legal, holding such positions as chief of staff, senior policy advisor, director and business consultant. Neal also served as Professor of Legal Studies at the University of Maryland University College in College Park, MD.

Kim earned her Bachelor’s Degree in Business Administration from Georgetown University and Juris Doctorate from University of Baltimore School of Law. In addition, she has certifications in compliance and ethics. She has been a lifelong volunteer on social issues in areas like child advocacy and mentoring, election protection, and community engagement. Kim is an active member of the National Association for Civilian Oversight of Law Enforcement, International Association of Chiefs of Police, National Organization of Black Law Enforcement Executives, Ethics and Compliance Initiative and Society of Corporate Compliance and Ethics. Kim has also presented on and authored articles on compliance and ethics, civilian oversight of law enforcement and changing the culture of policing.
