Arthur Douglas

Arthur Douglas, a native of Southern California, currently lives in San Antonio TX where he works for the Army’s Installation Management Command (IMCOM).  IMCOM manages 102 Army installations worldwide and is the Army’s Home (IMCOM Motto).  As the Chief of Logistics and Sustainment, Art is responsible for full spectrum logistics service delivery to customers around the world; maintenance operations, supply and acquisition services, and transportation.  Art is also the program manager for the Army’s Intergovernmental Support Agreement Program (IGSA).  The IGSA program allows Army installations to acquire goods and services by entering into partnerships with local municipal and state public partners, or their instrumentalities.  These partnerships are generating 30% cost savings to the Army when compared to traditional acquisition methods; contracts.  Just recently,

Art was given a new program referred to as Category Management.  Art is responsible to develop acquisition strategies to drive cost savings and efficiencies for the Army’s $4.8B in annual spend on facility sustainment, restoration, and modernization.

Art’s 31 year career in Federal service began in 1989 jumping into Panama during Operation Just Cause with the 82dn ABN.  His military career ended in 2002 as a Chinese Foreign Area Officer.  In between, there was Operation Desert Shield/Storm, several deployments to Central America and Eastern Europe, time as an Armor Officer with 11th ACR and a Finance Officer with the 215th FBn.

Art’s civilian career began at the Presidio of Monterey CA in 2002 in the garrison resource management office.   As a Department of the Army Civilian employee, Art has served as a program and process analyst, auditor, logistician, and program manager.  

Art is married with three children and one grandson who is the center of the universe.
